It is necessary to develop adaptation strategies for disadvantaged groups beyond the purchase of carbon credits and that are aimed at guaranteeing human rights. Removing the residents of risk areas without offering an adequate housing alternative is not enough.

Countries should invest primarily in irregular settlements, in order to consolidate and urbanize these areas and make them more resistant to disasters related to climate change. This population has the right to be protected by the government, which does not mean destroying their way of life and their social organization.

Another problem to be faced is the rise in sea levels, which threatens to wipe out states located on small islands, where nearly half a million people live.
