Happy 2012! – Newsletter #17

It is with great pleasure that the UN Special Rapporteurs on the Right to Adequate Housing ends the year 2011 with the publication of a booklet and a leaflet on women and the right to housing, in four languages: English, Spanish, Portuguese and Arabic.

Last month, presentation to the UN General Assembly of the report on housing reconstruction after natural disasters and the right to housing and the parallel event promoted by the Rapporteur created an intense debate and a few developments. Agencies and UN programs working with the reconstruction of countries have been discussing the recommendations made by Rapporteur Raquel Rolnik and looking for ways of implementing them.

Every year, the United Nations celebrates the World Habitat Day on October 3rd. This year the focus is “Climate Change and the Cities”. Making use of the date, the Rapporteur on Adequate Housing, Raquel Rolnik, and the Rapporteur on Internally Displaced Persons, Chaloka Beyani, issued a joint statement on the matter. The official agenda of Rapporteur Raquel Rolnik this month also includes meetings at the UN-Habitat, in Nairobi, Kenya, on the 10th and 11th, and the presentation of a report on reconstruction after disasters to he UN General Assembly, on the 21st, in New York, where there will also be a side event on the matter.

Next month, the UN Special Rapporteur on the Right to Adequate Housing, Raquel Rolnik, will present to the United Nations General Assembly, in New York, the second version of her report on housing reconstruction after natural disasters and the right to housing. Taking advantage of the occasion, the Rapporteur will also promote as a side event the debate “More than Housing Reconstruction: The Right to Adequate Housing in Disaster Relief and Recovery”, to take place in the side lines of the presentation of the report. The debate will bring together government representatives, human rights specialists, non-governmental organizations and representatives of donors agencies. The event is open to all.

The UN Special Rapporteur on Adequate Housing is currently focused on preparation of reports on the missions to Argentina, Algeria and the World Bank, and also on the thematic report on “Women and Housing Rights”. In fact, the debate on the women’s housing and land rights brought people and organisations from all over the world to the web platform, and many themes have already been raised by participants. There is still time to participate in the debate! Furthermore, in September, the communications sent to countries by the Rapporteur from December 2010 to May this year will be presented at the UN Human Rights Council, alongside the communications of other Rapporteurs.

The UN Special Rapporteur on the Right to Adequate Housing has just concluded another mission. This time, Raquel Rolnik was in Algeria, where she met with national government representatives, local authorities, civil society organizations and ordinary citizens in field visits in several cities. Her next mission will be in Israel and OPT. Meanwhile, the project “Women and Housing Rights” is being developed through the virtual platform launched last month by the Rapporteur. More than a hundred people worldwide have already registered to participate in discussions. You can contribute too!

The virtual platform of the UN Special Rapporteur on the Right to Adequate Housing is already running. This new tool will be used initially for developing the project “Women and the Right to Land and Housing.” People worldwide can now register and contribute to the thematic report and the guide and leaflet which will be produced on the subject. See also news and pictures of the working visit of the Rapporteur Raquel Rolnik to Haiti earlier this month and her agenda to the next period.

From June 8th to 11th, the United Nations Special Rapporteur Raquel Rolnik will participate in a workshop in Haiti promoted to discuss the country reconstruction strategy and the right to housing. Moreover, she continues to prepare her mission to Algeria, which will be held in July from 9th to 19th. There is still time to send contributions. Another important new is that the Rapporteur’s virtual platform, which will be used in the project “Women’s Land and Housing Rights”, will start early next month. Stay tuned!

The UN Special Rapporteur on the Right to Adequate Housing Raquel Rolnik has just completed her mission to Argentina, where she has been between April 13th and 21st. After visiting the country, where she met with representatives of the government, civil society organizations and citizens, she presented her preliminary findings. The final report will be presented to the UN Human Rights Council in March 2012.

March 8 – International Women’s Day

Celebrating the International Women’s Day, the UN Special Rapporteur on the Right to Adequate Housing wants to announce the launching of the project “Connecting People to Promote, Monitor and Implement Women’s Rights to Housing and Land”. Supported by a grant from the German government, the project aims to disseminate conceptual, legal and practical dimensions of women’s rights to housing and land. This will be the thematic focus of the housing mandate in 2011.
